Guide to School Board Meetings

WHAT IS THE SCHOOL BOARD?

The Board is an elected governmental body charged with the responsibility of providing educational programs for children who reside within the attendance boundaries of the School Town of Munster.

The five Board Members are state officials who live within school corporation boundaries and are elected to serve four-year terms.

WHO IS AT THE BOARD TABLE?

President, Vice President, Secretary, 2 Members, Superintendent, Assistant Superintendent

IS THE SUPERINTENDENT A MEMBER OF THE BOARD?

The superintendent is a professional educator employed by the Board to carry out adopted policies and to be responsible for the day-to-day operation of the schools. The superintendent works with building level administrators who assist with building level responsibilities. The superintendent is not a member of the Board.

HOW IS THE AGENDA PREPARED?

The superintendent and the president of the Board prepare the agenda for each Board meeting. This agenda becomes the order of business for the meeting. The agenda for each Board meeting is posted in the schools and the Administration Center for public information prior to the meeting.

WHAT IS DONE AT A BOARD MEETING?

The purpose of Board meetings is to act upon recommendations of the superintendent, adopt the annual budget and tax rates, adopt policies, and authorize the spending of funds. Although any matter may come before the Board, most school-related issues are handled through administrative channels.

WHERE ARE BOARD MEETINGS HELD?

Regular Board meetings are scheduled at 7:00 p.m. in the Administration Center. Occasionally, when special meetings are called or when a change in the time or place of a regular Board meeting becomes necessary, the change is announced to the public prior to the meeting. To confirm meeting dates, you may call the Superintendent's Office at 836-9111.

ARE BOARD MEETINGS OPEN TO THE PUBLIC?

All regular Board meetings, special Board meetings, and emergency Board meetings are open to the public. On occasion, closed executive sessions are held for the purpose of discussion of items pertaining to litigation, collective bargaining, personnel issues, or any other items allowed by state statute. No official action may be taken in executive session. All Board action must be taken in public meetings.

HOW CAN I ADDRESS THE BOARD?

Any individual residing within the School Town of Munster or group representing residents of the corporation wishing to make general comments to the Board may do so during the "Public Comments" section on the regular School Board meeting agenda.

Munster citizens wishing to have specific items placed on the agenda should notify the Superintendent's Office in writing at least five business days prior to the meeting. Such requests will be reviewed and considered by the Board president and superintendent to determine whether the issue will be placed on the agenda.

WHEN DO SCHOOL BOARD MEMBERS RECEIVE THEIR PACKET OF INFORMATION?

School Board meeting packets are generally made available to all School Board members on the Thursday or Friday before a scheduled Monday meeting. This gives the members time to read all materials over the weekend and to clear up any questions they may have. Members are not allowed to meet to discuss agenda items before the public meeting.

WHAT PROCEDURES DOES THE BOARD FOLLOW BEFORE A VOTE?

The Board will act on administrative recommendations at the next regular meeting. An item requiring extra information is a "discussion" item at one meeting and, when the Board feels ready to act, is put on the agenda at the next meeting as an "action" item.

WHERE CAN I READ THE MINUTES OF BOARD MEETINGS?

After formal approval by the Board, the minutes from a Board meeting are posted online, in the Administration Center and at each of the schools. Copies of the minutes are also available at the Munster Public Library.
